October 2004
The
self-insured medical plan that
the Diocese has offered since
2001 has lost it’s viability.
This became apparent during
the summer of this year. The
number of participants has decreased
so that the risks have significantly
increased and the bargaining
power, from having a large group,
has decreased. So far in 2004,
the claims experience has exceeded
cash flow by at least $35,000
-- for all income to the plan
since inception. Beginning in
2005 the Diocese will no longer
offer this self-insured plan.
- Announcement of new plan availability
The
Trustees of the Diocese voted
at their meeting on the 27th
of October to offer five plans
to active employees within the
Diocese through a group contract
with the Medical Trust, a subsidiary
of The Church Pension Group
of the Episcopal Church. The
Medical Trust has not, until
very recently, been able to
offer us this type of contract.
Material regarding these plans
will be mailed, on 2 November,
to all employed clergy, senior
wardens, treasurers and other
employing institutions. Beginning
on the 2nd of November the material
may be viewed on the Diocesan
website: http://www.diocese-oregon.org.
APPLICATIONS
FOR THE NEW PLAN MUST BE RETURNED
TO MARLYN FLANDERS AT THE DIOCESAN
OFFICES (11800 SW MILITARY LANE,
PORTLAND, OR 97219-8436) NO
LATER THAN 30 NOVEMBER 2004.
- Conditions of participation
and policy
The
Medical Trust and the Trustees
of the Diocese have set conditions
and policies affecting participation
in the plan. A minimum premium
contribution policy has been
established as a condition of
participation. All employees
for a participating congregation
or institution must be offered
only a Medical Trust plan.
The
hope remains that these changes
will provide adequate health
care for employees within The
Diocese of Oregon using principles
of the best of stewardship for
our Diocesan resources.
