Bishop of the Episcopal Diocese of Oregon
Michael Hanley was born in 1954 and grew up in Oklahoma and in New York City. He earned a bachelor’s degree from the University of Oklahoma in 1976 and a M.Div. from Seabury-Western Theological Seminary in Evanston, Illinois, in 1981. He also holds a D.Min. in Congregational Development from Seabury-Western (2005). Before being elected Bishop of Oregon, Michael served parishes in Oklahoma, Missouri, and, for nineteen years, Minnesota. He is known as a supportive mentor to people of all ages and stages of life, with a deep spiritual center. In a recent sabbatical he completed the 500-mile walking pilgrimage to Santiago de Compostella, Spain, with his daughter. In his spare time he has been a storyteller, performing for schools, churches, and other civic groups. He is married to Marla Martin Hanley, prior to their move to Oregon, an associate academic dean at St. Catherine University in the Twin Cities. Michael and Marla are the proud parents of two adult daughters.
Following his ordination and consecration as bishop, Michael took on the task of visiting all 74 parishes of the diocese in his first 100 days, bringing to all a message of transition and renewal.
Missioner for Latino Ministries
Roberto Arciniega is the rector of San Miguel/St. Michael’s, Newberg. He joined the Bishop’s staff as Hispanic Missioner in 2006. Roberto was born in Toluca, Mexico and came to the United States in 1980. He has served as Hispanic Missioner in two other dioceses: the Diocese of El Camino Real in California and the Diocese of Northern California. He was also a priest in Hillsboro, Boring and Portland.
As Latino Missioner, Roberto champions the concerns of Hispanic members of the Episcopal Church and helps discern where Hispanic churches should be planted in the diocese. He also helps to nurture the spiritual education of Hispanic congregants by acquiring the resources they need to be fully integrated into the diocese. An important part of his ministry is fostering the involvement of Hispanic youth in diocesan and national church events
Executive Assistant to the Bishop and Vocations Coordinator
Marie Bagwell joined the diocesan staff in May of 2008. She has an extensive background in church administration, cartography and oral history. Marie received a bachelor’s degree in history from Portland State University with studies in Immigrant history and archival management.
She and her husband Dan live in Northeast Portland, have two grown sons and a granddaughter and are active members of St. Michael & All Angels in the Hollywood district.
Canon to the Ordinary
Neysa Ellgren Shepley (pronounced nee-sa) was ordained a priest in 1998 in the Diocese of Colorado. She spent time as a college chaplain and was the rector of the Church of the Epiphany in Plymouth, Minnesota for ten years. She received her doctorate in congregational development from Seabury Western in 2005 before being called to Oregon.
Among her duties Ellgren Shepley works with diocesan congregations to find them the resources they need to flourish. She is in charge of clergy deployment, supervises diocesan staff, works with Diocesan Council and the Board of Trustees, and serves as the secretary of the Diocesan Convention.
An avid hiker, cyclist, theater buff, book reader and singer, Ellgren Shepley has four sons: Travis, Lucas, Jesse, and Nathan.
Receptionist & Administrative Assistant
Tracy Esguerra graduated from Oregon State University with a degree in Business Administration. After spending 5 years in the insurance industry, she devoted herself to raising her family.
She is a member of St. James, Tigard, where she is active as a Vestry member and Altar Guild Director. She is also involved in Cursillo. Her interests include running, knitting, and reading.
Tracy currently resides in Tualatin with her husband, Servi and daughters Andi and Alexa.
Carter Hawley is Archdeacon for the Diocese of Oregon, having joined the diocesan staff in August, 2013. She serves as deacon at St. Thomas parish in Eugene. As Archdeacon, Carter looks forward to assisting the Bishop in strengthening the community of deacons, the smooth coordination the deacon community’s work, and in working with deacons-in-formation
Carter grew up in Evanston, Illinois. She attended MacMurray College in Jacksonville, IL where she received degrees in administration of justice and social work, and Southern Illinois University outside of St. Louis, where she received a Masters in Public Administration. Carter and her husband moved from Iowa to Seattle in 1992, where she was ordained in 2011. Carter has worked in government management at the city, county and state levels. The family moved to Eugene in 2011 to allow for more time for their interests of biking, gardening, and spending time with family.
Sally Paton joined the Diocesan staff in Sept of 2014 in the role of staff accountant – her duties include accounts receivable, billing DPA and Property & Liability Insurance management. Her previous experience includes 12 years at Timberline/Sage accounting software where she concentrated on consulting, product development and writing technical documentation.
Sally also spent nine years as Finance Manager for Trinity Cathedral in Portland; but please try not to punish her for that. (instead perhaps ;giving her experience in a wide range of operational issues we all face in the management of our churches.)
A cheese-head native of the Mid-west, she attended the University of Arizona and finished her Bachelor of Science studies at Ramapo College in New Jersey. She lives in Mountain Park with her husband Craig and ginger cat Moses.
Canon for Christian and Leadership Formation
Rev. Carol Sedlacek was born in Astoria, Oregon and has served the Episcopal Church throughout her life. After participating in church camps and the Youth Ministries Commission as a young person, Carol graduated from Virginia Theological Seminary and was ordained a priest in 1994. She has served at St. Bartholomew’s in Beaverton, Good Shepherd in Austin, Texas (while her husband, The Rev. Wes Sedlacek, went to seminary) and served as rector at St. Martin’s, Lebanon from 2002 until 2015.
Carol is the diocesan missioner for the ministries of camping and youth programs as well as the Fresh Start program for new clergy and clergy in transition. Additionally she works with congregations to find them the resources they need to flourish in the areas of Christian formation, leadership development and congregational development. She coordinates annual vestry/BAC & treasurers workshops, congregational development workshops (called “Equipping the Saints” in our diocese), organizes the Diocesan Consultants Network, and develops connections among leaders engaged in Christian formation and youth ministry.

Director of Communications
Heidi joined the Diocesan staff in October 2016. Her communications experience focuses on building connections through storytelling, seeking and sharing about the divine spark that is present in everyday life, and exploring questions of faith and community. Her responsibilities are many, but she is most excited about the Diocesan websites, newsletters, and social media accounts, and supporting the efforts of all our churches to share the good stories of God’s work in our communities.
After growing up in Greenacres, Washington, Heidi completed a degree in Sociology from Whitman College. She spent more than a decade working for an international Christian community development organization, initially as field staff in the Middle East and then for four years on the Communications team. She, her husband and daughter moved to Portland in 2014 and are members of St. David of Wales.
Tong brings to the Diocese of Oregon over 20 years of non-profit and for-profit experience. Prior to joining the Diocese, he served as Director of Finance for Community Food Bank and CFO for United way of Fresno County.
Payroll & Accounts Payable Administrator
Eva is the Payroll & Accounts Payable Administrator for the Diocese of Oregon. She graduated from Washington State University with a BA in Business Administration. Eva brings with her over 17 years of governmental accounting experience. Prior to joining diocesan staff she worked for the State of Oregon with the Oregon Commission for the Blind for 15 years, serving in different roles, such as grant monitoring, payroll, accounts payables and receivables.
She married her high school sweetheart Gil and they enjoy traveling and exploring new places together. They are the proud parents of two daughters, Tasi & Isa.
